Toward Inclusive and Sustainable Islamic Finance: Performance Analysis of Micro Waqf Banks
Abstract
Purpose: Bank Wakaf Mikro (BWM) is an Islamic microfinance institution that integrates Islamic social finance and microfinance to promote inclusive economic development. However, empirical evidence on its overall performance remains limited. This study evaluates BWM performance using the microfinance triangle framework, covering sustainability, outreach, and impact. Methodology: A case study approach was employed. Monthly institutional data from 62 BWMs covering the period 2018–2022 were analyzed using descriptive statistical methods to assess sustainability and outreach, while the impact dimension was examined through a structured review of relevant empirical studies. Results: The findings show that BWMs have substantially expanded financial inclusion by serving thousands of underserved clients and have generated positive socioeconomic outcomes, particularly in improving clients’ welfare and supporting microenterprise development. However, financial sustainability remains only partially achieved, as operational efficiency has improved while several sustainability indicators continue to require strengthening. Conclusion: Overall, BWM has demonstrated strong performance in fulfilling its social mission through deep outreach and positive socioeconomic contributions, but its financial sustainability and breadth of outreach remain constrained by limited operational scale. Strengthening funding diversification, performance monitoring, and institutional capacity is therefore essential to enhance long-term sustainability without compromising its social mission. Implications: The findings are constrained by the use of descriptive analysis and secondary data, while the impact assessment relies on existing literature rather than primary field evidence. Consequently, causal relationships between BWM operations and socioeconomic outcomes cannot be conclusively established. Originality: This study provides a comprehensive assessment of BWM performance by simultaneously integrating the three dimensions of the microfinance triangle, offering a more holistic evaluation of Islamic microfinance institutions than studies focusing on a single performance dimension.
